Peculiarities of granting State and Municipal land to Legal Entities

In compliance with article 16 of the federal Land code, land plots, which are not owned by citizens, legal entities and municipal establishments, are state property.

Land plots, that are state or municipal property, are provided to legal entities, foreign ones included, into ownership or leasing1.

Provision of land plots for construction on lands owned by the state or municipality

Land plots for construction are granted by the state or municipality are provided to legal entities, foreign ones included, for ownership or leasing through tenders (bidding and auctions)2. Without tenders the land is granted for construction with the preliminary approval on the location for the project under construction and finalizing the contract on development of built-up areas.

Peculiarities of land plots purchase and sale

Objects declared for purchase and sale can be land plots which were registered by the state cadastre bodies. 3
The transference of a land plot must include the buildings, constructions or erections, located on it, if they belong to one person.4 

Peculiarities of possessing agricultural land

It is possible for foreign citizens and foreign legal entities to possess land plots of agricultural land where the equity capital of these foreign entities makes up more than 50%. These land plots are owned on a lease-lend basis according to the Russian legislation.5
